It's been obvious for the entire series that she just hasn't been holding a candle for him. She's a sweet and considerate yet quirky and relatable character who did a good job at being Mob's primary motivator and I don't think any of use were surprised when she rejected him in the finale.
So, let me preface this by saying that I think Tsubomi is a cool person in terms of pure story.
